Does the caste-system play a part?

This was an idea that I have found difficult to get any information about. Although the caste-system is officially over in countries like India, it is my understanding that it still has a significant influence on the behaviour of people in the countries .

Does the interaction of people of different castes during disaster relief affect the effectiveness of sanitation programmes?
Is this an issue which needs to be looked at further?

Any thoughts/opinions/experiences would be brilliant
